University Grants Commission (UGC) has amended the regulations for Institutes of Eminence (IoEs). Institutes of Eminence (IoEs) i.e. institutes like the Indian Institute of Science (IISc) and Indian Institutes Of Technology (IITs) are now allowed to set up their campuses even outside the country.

As the commission has recently released the UGC (Institutions of Eminence Deemed to be Universities) (Amendments) Regulations 2021, this possibility of IOEs able to open up offshore campuses has come to light.

IOEs (Institutions of Eminence Deemed to be Universities) shall be permitted to start new off-campus (off-shore) center/ campuses. The count shall be not more than 1 in one year and at maximum 3 in the next 5 years.

The applications by the Institutions of Eminence Deemed to be Universities shall be submitted to the Ministry with the Detailed Project Report (DPR) through an affidavit. The Detailed Project Report (DPR) must contain its research plan, infrastructure development plan, financial plan, administrative plan, governance plan five-year rolling implementation plan, recruitment plan, student admission plan, and its l0 year Strategic Vision Plan with clear annual milestones. It should also contain an action plan clarifying on how the proposed off-campus is to be set up with identifiable outcomes.

1:20, this should be the maximum teacher-student ratio or as per the requirement of the concerned Statutory Council. And by the end of the five years, the teacher-student ratio should be 1:10.
