Quoting Advocate Singhvi in SC said on UGC Guidelines that the New Guidelines by UGC made it more difficult for students. Some of the universities require basic IT infrastructure to hold online open-book exams. It is not possible to conduct the online mode of exam. Supreme Court added that guidelines provide for both online and offline.
