The Delhi High Court on Tuesday 28th July 2020, started the hearing for the ongoing petition filed against online OBE. The petition is concerned with the online exams for final year PWD students of Delhi University.
The Division Bench of Justice Subramonium Prasad and Justice Hima Kohli are hearing the case regarding online exams and CSCs (common service centers) for PWD students. On Tuesday, the Delhi HC questioned DU on the glitches being faced by the students during the mock tests. Also, the court has asked DU to file an affidavit regarding the data on the mock tests within a day.

CSC’s to Assist Students During OBE While Over 10K CSC’s Non-Functional
Delhi University’s open book exams (OBE) for final year students are going to commence from August 10. While DU does not have accurate data about the number of PWD students and non-functional CSC’s in India. When the court in the recent hearing questioned DU about how many students requested for scribes to CSC’s, the Adv Rupal representing DU had no information about it.
Moreover, the hearing brought up the fact that as per the notice issued on June 17, the University was supposed to make available the study material and the scribes for PWD students. However, no such arrangements have been made up so far. DU asserted that it will soon file an affidavit regarding the recent claims.

Sr Adv Rungta said how can students appear for open book exams with books and study material. She added that the exams of students are about to start while mock tests have already begun and DU is yet to provide the study material to students and make arrangements for the scribe. She claimed that over 200 students applied for asking the assistance of scribe while DU has not responded to any of the requests. While Anil Aneja, Nodal officer of PWD students at DU claimed that the University has not received any such requests. He added that only 26 students approached them fir assistance and have already been provided with the study material.
No Scribe for PWD Students During the DU Mock Tests
The court questioned DU on the arrangement of scribes in yesterday’s mock test. However, the University has not provided any assistance to the PWD students for the mock tests. When asked about the scribe assistance in the ongoing mock tests, the professor in charge replied that they have received about 58 requests. He included that it is difficult to make arrangements for scribes at students’ homes. The students who need assistance can visit college or the nearby CSC during the mock tests.
The court has given a notice to CSC Academy to provide accurate information regarding the number of PWD students. Including the once who have applied to seek help from CSC for writing their exams.

Also, the court has asked the CEO of the CSE to justify whether the contact info of the scribes will be made available in advance to the students or not. Furthermore, it has asked whether the students will be allowed to accommodate at the centers. Or will be only allowed to download and upload their OBE sheets. The next hearing for the partition will take place on 30th July 2020.
