An Indian student can get a degree from universities in India and abroad at the same time. The University Grants Commission (UGC) has prepared a regulation law for this. Education Minister Ramesh Pokhriyal Nishank made the toy public on Thursday. Comment on this has been sought from various parties till 15 March.
Under the proposed system, students enrolled in higher education institutions in India will be able to continue their studies in foreign higher education institutions at the same time, following the UGC rules. Credits earned abroad by Indian students can be included in degrees and diplomas offered by Indian higher education institutions.
In the case of a joint degree program, such a course will be jointly designed by Indian and foreign higher education institutions and upon completion of the program, students will be jointly awarded degrees and certificates from both institutions.
Both of them will have a logo on the degrees. Dual degree programs under these institutions will be provided by Indian and foreign institutions on meeting the prescribed standards for the degrees of both the institutions separately and simultaneously.
Regulatory mechanism proposal
Under the new rules, students will be able to pursue a degree in the country based on grades obtained abroad. According to the announcement made in Budget 2021, a competent regulatory mechanism has been proposed to facilitate Indian students to have separate degrees or two degrees simultaneously and a joint learning program. Accordingly, the UGC has offered Regulation-2021 related to academic cooperation between domestic and foreign institutions for arranging such degrees.

These rules will apply to higher education institutions in India, which are willing to collaborate with leading educational institutions abroad for diploma and degree courses, including postgraduate and doctoral programs. Similarly, these rules will also apply to those foreign higher education institutions that wish to cooperate with Indian higher education institutions.
Under the rules, an academic collaboration between Indian and foreign higher education institutions will facilitate credit recognition and transfer, joint programs, joint degrees, and dual degrees.
