After receiving many complaints from the students, the UGC (University Grants Commission) has directed colleges and Universities to refund full fees upon cancellation of admission done by first-year students of both postgraduate and undergraduate courses for the academic session 2020-21.
UGC released a notification mentioning that in order to refrain from the financial hardships of the parents owing to the lockdown a full fee refund should be done on account of all the cancellations of the admission or migration of students up to 30 November 2020 for this session, as it was a special case. It also clarified that the entire fees should be refunded in totality i.e. no cancellation charges. this should happen on all accounts of cancellation or migration up to 30 November 2020.
And that on withdrawal from admission up to December 31, Universities should refund the entire fee after deduction of not more than 1000 rupees as processing charges. The UGC has received many complaints, mostly from students who took admission in private or self-financed or deemed to be universities regarding this issue.
Commission took these complaints very seriously and has asked the varsities to follow the issued guidelines mandatorily. The notification further reiterated that the UGC guidelines be followed by all the colleges/Universities mandatorily in the letter. It also stated that any institution or University found violating the guidelines or refusing a refund of the fees giving their personal interpretation of the guidelines shall be liable for punitive actions as has been notified in clause 5 of the UGC notification refund of fees and non-retention of original certificate issued in October 2008.
