An advertisement has been issued by the Union Public Service Commission (UPSC) to recruit 30 persons. These 30 people will be recruited on the posts of the Joint Secretary and Director level in the Central administration. This will be carried out through lateral entry in the second round. Most domain experts, eight persons, were earlier selected for various Departments and Ministries.

3 for joint secretary whereas 27 are there for the Director level positions out of the 30 positions advertised.

Latest by 22 March 2021, Online applications have been invited for Ministries, Departments, PSUs (public sector undertaking), and autonomous bodies of the Central government as per the UPSC advertisement.

The contractual appointment would be for a period of three years and this will be extendable up to five years which will depend on the candidates’ performance.

In the Ministries of Agriculture and Farmers’ welfare, Commerce and Industry, and Finance, the lateral entry positions have been opened for the Joint Secretary level whereas more than half-a-dozen Departments and Ministries the positions are for the Director level.

15 years of work experience is required for the post of Joint secretary level and 10 years of work experience for Director.

As the Central administration also faces a shortage of IAS (Indian Administrative Service) officers working on deputation in the Centre, bringing in domain expertise from the private sector to the Central administration is the government’s idea.

Inducting specialists will create competition in governance delivery and will also improve efficiency.

The process of recruitment will be conducted by the UPSC including all stages like :

  • shortlisting candidates based on their applications 
  • inviting them for interviews
  • placing them for appointments after the hiring process.
