Delhi HC instructed Delhi University to submit the reports in relation to the number of students who applied for digital degree certificates. The court also asked about the number of certificates that are issued. Delhi HC said ordered the University about certificates. But, it was informed to the court that the varsity did not issue digital degrees till now.
Justice Prathibha M Singh said that this is a complete violation of the order. All the guidelines are set from August 7. It shall be strictly followed by Delhi University. Two students filed their petition in Delhi HC regarding their degree certificates. Delhi HC said the University to issue their certificate before September 7.
The Judge said Delhi University has to submit the data of the number of students applied for a digital degree certificate and issued a degree certificate to Delhi HC in an affidavit. Moreover, the court directed the Joint Director of Delhi University Computer Center (DUCC) to join the further proceeding through video conferencing on September 7.
On August 7, Delhi HC directed DU on some petitions. It is said to issue degree certificates through online mechanisms. The court directed this to the varsity so that those students who need a degree certificate won’t be late to receive if due to a delay in printing.
DU filed the record of the digital certificate and noted that an online platform is created. It will enable students to apply for issuing their certificates. The platform is www.digicerti.du.ac.in. The High Court directed DU to issue the certificate within a period of one week from registration.
A final year law student Shubham Kumar informed Delhi HC on Wednesday that he graduated from SRCC in 2017 but did not get his degree certificate. He is looking for a digital degree and it is not issued yet.
He said that he submitted the application for issuing a digital degree certificate and about the completion. But the varsity is insisting him to submit a hard copy of the application to issue a degree certificate. He said that he applied for a degree certificate on August 14, but it is not issued yet.
Dhritiman Ray also filed a petition in Delhi HC regarding his certificate. But his advocate Sarthak Maggon said that the varsity did not issue his certificate yet. He said that he got a call from more than 30 students facing similar issues.
Delhi HC directed to issue digital certificates online so that students do not have to present at the University during the COVID-19 pandemic. Also, there are many students who are not in Delhi and may need their degree for employment or educational purpose. Delhi HC said that on August 7 it was already told that students have to register on the portal to get their digital degree. But now, asking them to physically submit the application to issue their certificates defeats the entire purpose of order.
The court made it clear to Delhi University that they will not insist students to submit the hard copies of their application to get a digital degree. Submitting hard copies set the process at naught and will create inefficiencies. Moreover, students have to visit the University to submit their applications and it has to be avoided. Delhi University officials submitted the data of graduate students till 2019 to the court. They also assured that filing would be appropriate.
Delhi University is not allowed to insist students on submitting hard copies of the application and related documents. So, verification of the applications would be done online for digital degree certificates.
Hard copies or physical presence of students is against the order passed on August 7. Further reply to this application will be filed before the next date.
