The letter was sent to Delhi University VC, Yogesh Singh. Hence, it read that the grant is released in four installments based on the utilization certificates provided by colleges. Also, the letter said that the principals are inciting teachers and staff, creating a hostile educational environment. Hence, the government believes that the principals of these 12 colleges should rather focus on managing accounts, and adhere to the conditions of pattern of assistance.
