The decision of the Governing Body (GB) of Dyal Singh (Evening) College to not grant an interim extension to Principal Pawan Sharma, was overruled by Delhi University. The term of Principal Pawan Sharma ended on Sunday. This was because he was found guilty of heavy plagiarism by a committee.

The GB chairperson was written to by DU to follow the directives of the University and grant him an extension of a month. Academic council member Naveen Gaur had levied allegations against Sharma. Gaur had written repeatedly to the Vice-Chancellor of the University, since May 23, saying that Sharma had heavily plagiarized from the book “Training and Development.”

The GB had set up a three-member committee that had found out that Sharma was guilty of the charge and said that the latter had copied texts word by word and line by line in several places.

The report was accepted by the GB in its meeting on July 22. The GB had also decided to advertise for the post of principal. They were to hand over the charge to the senior-most teacher once the tenure of Sharma ended.

The GB resolution said that after the adopting of the report of the subcommittee which found out the facts about the allegation of plagiarism against the Principal of the Dyal Singh (Evening) College and forwarding the report to DU for perusal, the GB has resolved to advertise for the post of Principal of Dyal Singh (Evening) College.

As per the rule, the college also resolved to hand over the charge to a faculty member of the Dyal Singh (Evening) College once the tenure of Pawan Kumar Sharma completes his tenure on July 26.

It added that the GB has also resolved to set aside an unsigned scanned letter to the Chairperson through Gmail for an extension of one month to Dr. Pawan Kumar Sharma. This is because it had several factual and legal inconsistencies.

The referred later was in the name of the Assistant Registrar (Colleges) dated July 21. The letter said that given the pandemic condition and emergency situation, a one-month extension should be given to Sharma from July 27.

The decision was communicated to the DU officials by GB chairperson Rajiv Nayan.

Another unsigned letter to Nayan was sent on July 24 despite GB resolution to not grant extension. It said that this is regarding the interim extension of Dr. Pawan K Sharma.

Upon Nayan’s refusal to comment, some members of the GB said that it was wrong of DU to overrule the unanimous decision of GB. One member said that it is not only immoral and unethical but also probably illegal. If someone is found guilty of plagiarism charges, they should not be continuing.

Another member said that the appointment letter can only be given by the GB of the college. The university does not have the power to do this.

Sources have said that the letter by DU was neither accepted nor rejected by Nayan. But Sharma was back to work on Monday. He said that he went to the college that day as the ultimate deciding authority is the University. There is no standing of the Committee formed by the GB. He also claimed that there is a report saying that there is no plagiarism.

Balaram Pani, Dean (Colleges), echoed the same. He said that a committee will be set up by the university and investigate. A committee cannot be made up by the GB like this. This extension will not be an extension of the second term, it is just an interim extension. The letters which are unsigned, are only for these COVID times.
