The proposal for the university of disabilities and rehabilitation sciences is made by the University. It is the first of its kind project initiated by the government. It covers all disability studies and rehabilitation sciences.

A public notice was issued on December 24th, 2020 regarding a draft bill that was made for the university. Under the Ministry of Social Justice and Empowerment, the Department of Empowerment of Persons with Disabilities (DEPwD) this bill was drafted. Suggestions or comments from the stakeholders are welcomed by the government.

A bill named University of Disabilities Studies and Rehabilitation Sciences Bill 2021 is prepared by the Ministry for the government.

According to the DEPwD, a separate act of the parliament will be passed regarding the establishment and recognition of the university. The University of Disabilities Studies and Rehabilitation Sciences will be set up in Assam’s Kampur district.

The DEPwD said that it will be the first of its kind set up and the proposal will have a unique multidisciplinary academic institution. The university will conduct research programs, courses from bachelor’s to various other disciplines. It will cover the entire scope of disability studies and rehabilitation sciences in an accessible environment.

The proposal for the university has eight departments. They are special education psychology, disability studies, rehabilitation sciences, nursing, audiology, and speech-language pathology, orthotics, assistive technology, and prosthetics, and inclusive and universal design.

The ministry further added that a credit and grading system will be adopted. The affiliation will be provided to other disability and rehabilitation sciences institutions of our country.

The Department of Empowerment of Persons with Disabilities has called for comments and suggestions on the draft bill. The last date for the stakeholders to give suggestions for the University of Disability Studies and Rehabilitation Sciences Bill, 2021 is 3rd January 2021.
However, the National Platform for Rights of the Disabled, a well-known disabled rights body questioned the inadequate time and space available to the stakeholders to respond. They called it an “ill-conceived” idea.

The National Platform for Rights of the Disabled (NPRD) said that in response to a 131-page document only 9 days are given to the public. It added that the university will be self-sustained in tune with the New Education Policy 2020, taking the fees assumption at a high level. The students from the marginalized section will not be able to access the programs and courses of the university. They call it unacceptable.
